Effect on RCS from the wavelength of transmitted signals

Hello, I am trying to design an antenna for a stealthy aircraft:

Imagine there was an aircraft sending a constant data-link signal from
its antenna. If the radar looking trying to track the aircraft was say
10GHz, would the frequency of the data link have any effect on the RCS
of the aircraft?
