No - people just need proper instruction on how to handle class-3

goods! 8-) Too many people regard it to be like water and take no care at
all to mitigate the risk of uncontrolled vapour ignition. A PUVCE
(Percussive Uncontrolled Vapour Cloud Explosion) is what results when
uncontained fuel vapour at the right mix of fuel to oxygen ignites... Can
be
nasty.
I'm actually surprised all service stations do not have a very big sign
warning about the risks of mis-handling flammable liquids which is highly
visible when driving in and also when filling.
Almost all fuel-related incidents at service stations and other places
where
vehicle fuel tanks are refilled occur due to a spark igniting vapour which
happens to be at the correct mixture to burn. I've seen people light up
jerry cans trying to fill them without having the metal part of the filler
spout touching the can (thereby allowing a spark due to unequal charge
distribution).
Most cars have plastic fuel filler openings but if the filler spout is put
into the car before the lever is pulled to start fuel flow (a surprising
number of people start squeezing before the spout is properly inserted!),
any chance of a spark finding fuel vapour of the right concentration is
almost zero!
