Hmm,
wait a bit.
It will be an action that creates the equal "opposite" reaction.
spin one way hits and produces spin the other way.
Newton is still correct about that part.
(he is still incomplete with the instantaneousness though)

but again,
you need to include all the actions and reactions.
the shaking off is a reaction.

Angular momentum is covered (gearing)
and starting and ending mass is also covered
the "dust" was part of the reaction.
The only thing really still missing is the
reaction "speed"
We do know it is not instant.
:)
So,
Incomplete by only the timing factor of the motion.
