The fine structure "constand" is variant with background and with time
(Particle Data Group /RPP/).
The el=E8ctr=F2n is material and does not spin at celerity; nothing does.
The uncertainty princip concerns fotonic actions and corrections for
the ground el=E8ctr=F2n.
