Yes it is intelligent, rational and scientific to pose the question.
Indeed that question HAS been posed in that manner over and over "for
a long time now".  The question is easily found in the "scientific
literature" as well as in literature in general.

Yes, but the question would be what is "allowed" as "experimental
evidence".  Even if the topic were not "off-limits" establishment
science ONLY accepts as "experimental evidence" results that are
linear, not recursive, not transient, repeatable at will, and
statistically significant, the latter also having considerable
restrictions as to what is "acceptable".  All of this severely limits
what will appear through the restrictive filters of "peer
review" (means censor****p) into the mainstream "acceptable" scientific
record.  For example ESP studies are rejected because the effects are
transient and not repeatable at will.  It makes no difference how
stratospherically beyond any possibility of "chance" a given "hit" may
rise, the non-repeatability at will causes the whole subject to be
rejected.

I have supplied PART of the answer to your question above. The other
part has to do with the utility of such phenomena for political
purposes.  Any scientific topic that drifts too far into areas where
clear political advantages would arise from the practical employment
of it, are roped off as "off limits" and any researcher who strays
there is either recruited to the secret research "cause" or if that is
not possible they are stopped by whatever means necessary.  POLITICAL
POWER is a topic FAR too im****tant to be left to dizzy scientists and
engineers!  In the latter case there are many mechanisms in place from
loss of employment to the host of name-calling propagandists on Usenet
who stand ready to steer any and all conversations AWAY from crucial
topics and to ridicule and insult the questioner with accusations of
being "ignorant", "uneducated", and "insane".  The obvious purpose of
these libels is to both warn the public that this is an "off-limits"
subject and to try to convince uncritical thinkers that since the
person (or anyone who takes the given topic seriously) is ignorant,
uneducated, and insane, it is perfectly logical to totally dismiss
ANYTHING that person has to say without even thinking about it or
testing it against reality first. The myriad remarks in this thread so
far provide ready demonstration of these principles.

So the bottom line is that to better understand what you are asking,
you should rephrase your question this way: "Why is it that we never
see exposes in Newspapers of the crimes and illegalities committed by
it's editor?"  OK?

I now return you to your regularly scheduled chaff, noise and
disinformation...
