I believe the answer is YES. Electromagnetic signals have been used in
many studies to try to control, treat, or modify the symptoms of:
Parkinson's disease
Cerebral palsy
Epilepsy
and the medical literature is rife with that, if you have access to
it.
If you don't have access to a good medical research library, I know
there have been articles in popular trade magazines like Scientific
American and Wired that would be good starting points.

The electromagnetic signals have been conveyed by implant, by surface
induction, and by a helmet.
