As I read responses to my question, I see that legalistic arguments are 
being used to avoid answering the essence of the question directly. I 
have to amend my question to avoid this loophole. I now wait with baited 
breath to find out what the next loophole will be.

At non-relativistic speeds, what experiment, gedanken or real, can tell 
whether a symmetrically fabricated nonconductive cylindrical bar magnet 
at a fixed location in an inertial laboratory is spinning about its 
axis. All experimental apparatus must be outside the volume occupied by 
the magnet.
