The funding is the enabler. Motivation is a big factor and it has existed
for decades or centuries.

I don't think they ever agreed to that. It may be the case that rulers
that
were put in place by external forces, rather than the people themselves,
may
have. The current S. Ossetian leader****p did not. But they have been
trying
to resolve it by peaceful means, but have been hindered by the escalation
of
the whole mess by the rebels within S. Ossetia that want this resolved
even
faster. This is what leads to the escalation. If other countries would
agree that S. Ossetia should be free to choose its own destiny, then I may
well be possible to achieve that peacefully. Apparently Georgian
leader****p
does not agree, and they have gotten outside leader****p to agree as well.

Russia was original brought in as peacekeepers. They have obviously taken
a
heavy handed approach and gone beyond that role. A year ago things were
in
at least a stable state with Russia occupying S. Ossetia. Since then
rebels
escalated things that caused Georgia to escalate things. Maybe Russia did
get the rebels to do that.

If the US leader****p would agree in principle of the right of Ossetians

Abkhazians to self-determination, and include in that the right to
associate
with Russia, and also include with that the pressure on Georgian
leader****p
to accept that compromise, then I think things will be in a better
position
to have a peaceful resolution. As long as Georgia wants to claim S.
Ossetia
as its own, that peace is at risk.
