I do agree that Russia's actions have harmed its consideration as
peacekeepers.
But the US would have done the same, and has done the same, when there are
issues to be dealt with across a border that seem to only be getting
worse.

These regions have had ties to Russia since the Czarist days.  Their
language
is Russian (probably with some accents that Russians might detect).  There
will always been an unavoidable influence when the language is the same
since
at the very least, news media from Russia is a convenience to Russian
language
speaking people anywhere.  People from these regions will be more
comfortable
traveling to Russia and establi****ng business ties with Russians.

It might help to establish a standard method for determining people's
desire
for independence and self-determination that can be applied anywhere (even
in
the USA).  A simple single vote can be risky.  One idea I have is that any
region can petition the UN for self-determination.  Then as a result of
that,
a SERIES of votes over some time will be conducted to let the people sort
it
out.  The process I suggest will give a region a series of up to 5 voting
cycles over an up to 10 year period.  The question is simply to become
independent.  Once 3 vote cycles in a row give the same answer at 50% of
the voting population, then the process ends.  If that does not happen in
5 votes, or the votes change enough to prevent 3 cycles being possible,
then
the process ends.  If people vote "yes, indepdence" 3 times in a row, then
the independence will be scheduled for 2 years, but the mother country can
release it earlier.

This method would also have to be allowed in US states or subregions, too,
for it to mean anything.  I doubt any state would vote yes, but you never
really know for sure.

If S. Ossetia voted to be independent under this, Georgia would have no
choice
but to accept it as the UN would recognize it as independent.  Then
another
vote would determine which direction they would go.  They might join
Russia,
or not.  They might remain independent.  They might become a member of
CIS,
or not.

And Russia would have to accept the same in N. Ossetia, Chechnya, etc.
