Sorry this premise is false!  If you have two "permanent magnets"
where one is strong and one is very weak (unmagnetized) they will
always attract!

OK.

Well, it DOESN'T "always get attracted! It only gets attracted if the
magnetic field generated by the current is not strong enough to
counter the magnetic attraction of the magnet to the ferromagnetic
material in the core of your electromagnet.

Here is the wisdom: Take the core COMPLETELY OUT of the electromagnet.
Now you will always find the like poles repelling even when the
electromagnet is very weak.
